The government announced that 10.3 billion would be available for social services for adults in 2004-05, 775 million (8.2 per cent) more than in 2003-04.

A committee of MPs said (in the wake of the Victoria Climbi case) that there should be an independent review of funding for social care, along the lines of the Wanless review of the National Health Service. It said the review should urgently consider the factors influencing demand for social care for children and adults, and consider the adequacy of resources allocated.

In 2001-02, gross current expenditure by local councils with social services responsibilities in England on personal social services was 13.6 billion, an increase of 6 per cent on the previous year. Services for children and families accounted for 23 per cent of the total, and services for older people accounted for 45 per cent. Residential provision accounted for 46 per cent of expenditure, day and domiciliary provision accounted for 39 per cent, and assessment and care management accounted for 15 per cent.
